1- रूपरेखा:- वेरोजगारी की समस्या हमारे देश की एक प्रमुख समस्या है। आजकल पढ़े-लिखे युवक भी बेरोजगारी के अभिशाप से परेशान हैं। लेगों ने अपने परंपरागत जातीय व्यावसाय छोड़ दिये हैं। आजकल सभ युवक व युवतियां सरकारी नौकरी की तलाश में दौड़ रहे हैं। ऐसी स्थिति में कितने लोगों को नौकरियां मिल सकतीं हैं यह सोचने का विषय है। जबकि जबकि सरकारी नौकरियां के स्थान जनसंख्या की दृष्टि से सीमित हैं। जिस तीब्र गति से जनसंख्या बड़ रही है उस गति से रोगजार में वृद्धि नहीं हो पाती है। 'बेरोजगारी की समस्या'

1- Profile:- The problem of unemployment is a major problem of our country. Nowadays educated youth are also troubled by the curse of unemployment. Legos have given up their traditional ethnic occupations. Nowadays all the young men and women are running in search of government jobs. How many people can get jobs in such a situation is a matter of thinking. Whereas, the places of government jobs are limited in terms of population. The speed with which the population is increasing, the disease market does not increase at the same rate.
2- वेरोजगारी का अर्थ:- बेरोजगारी ऐसी स्थिति को कहते हैं,जो कोई युवक योग्य तथा काम के लिए इच्छुक व जीविका चलाने के लिए न्यूनतम मजदूरी की दरों पर कार्य मांगता हो जिर भी उस व्यक्ति को काम न मिले। बालक, वृद्ध, रोगी, अक्षम एवं अपंग व्यक्तियों को वेरोजगारी की श्रेणी में शामिल नहीं किया जा सकता। यहां तक कि कुछ युवक जोकि पी.एच.डी.की डिग्री लिए चपरासी की नौकरियों में फार्म भरते भी देखे गए हैं।

2- Meaning of unemployment: - Unemployment is such a situation, which a young man is qualified and willing to work and asks for work at the rates of minimum wages to make a living, even if that person does not get work. Children, old people, sick, disabled and handicapped persons cannot be included in the category of unemployment. Even some youths who have taken Ph.D degree have also been seen filling forms for peon jobs.
3- बेरोजगारी: एक प्रमुख समस्या:- भारत की आर्थिक समस्याओं में बेरोजगारी एक प्रमुख समस्या उभरकर सामने आई है। यह एक ऐसी घातक समस्या है जिसके कारण मानव शक्ति की हानि नहीं होती बल्कि देश का आर्थिक ढाँचा भी चरमरा जाता है। वेरिजगारी के कारण अनेकों समस्याओं का भी उदय होता है,जो इस प्रकार हैं।

3- Unemployment: A major problem:- Unemployment has emerged as a major problem in India's economic problems. This is such a fatal problem due to which there is no loss of manpower, but the economic structure of the country also collapses. Many problems also arise due to marriage, which are as follows.
4- वेरोजगारी एक अभिशाप:- बेरोजगारी किसी भी देश के लिए एक अभिशाप है। ये अनेक ऐसी समस्याओं को जन्म देती है, जो समाज के लिए एक कलंक बन जाता है। इसके प्रभाव से एक ओर निर्धनता, भुखमरी तथा मानसिक अशान्ति फैलती है। ह वही दूसरी ओर युवकों में चिड़चिड़ापन, आक्रोश व अनुशासनहीनता बढ़ जाती है। बेरोजगारी एक ऐसा विष है, जो देश के आर्थिक, सामाजिक तथा राजनीतिक जीवन को विशक्त कर देता है। अतः बेरोजगारी के कारणों का पता लगाने के बाद निराकरण, नितान्त किया जाना अति आवश्यक है। 'बेरोजगारी की समस्या'

4- Unemployment is a curse:- Unemployment is a curse for any country. It gives rise to many such problems, which become a stigma for the society. Due to its effect, poverty, hunger and mental unrest spreads on the one hand. On the other hand, irritability, resentment and indiscipline increase among the youth. Unemployment is such a poison, which cripples the economic, social and political life of the country. Therefore, after finding out the causes of unemployment, it is very important to solve them.

a- जनसंख्या में वृद्धि:-देश में जनसंख्या विस्फोट तीव्र गति से हुआ है। देश मे प्रतिवर्ष 2.5% की जनसंख्या में वृद्धि हो जाती है,जबकि इस डर से बेरोजगार युवकों के लिए रोजगार उपलब्ध कराने की व्यवस्था नहीं है। इस जनसंख्या वृद्धि के कारण हर वर्ष लाखों युवा बेरोजगारी से शिकार हो जाते हैं।

a- Increase in population:- Population explosion has happened at a rapid pace in the country. The population increases by 2.5% every year in the country, while there is no system to provide employment to the unemployed youth due to this fear. Due to this population growth, lakhs of youth fall victim to unemployment every year.
b- दोषपूर्ण शिक्षा प्रणाली:- हमारे देश मि शिक्षा प्रणाली दोषपूर्ण है। यह वेरोजगारों को रोजगार प्रदान करने वाली नहीं है। जिसमे पुस्तकीय ज्ञान तो भरपूर है,किन्तु व्यावहारिक ज्ञान बिल्कुल शून्य के समान मालूम होता है। जो एक कुशल युवक व युवतियों के लिए हानिकारक है।

b- Defective education system:- The education system in our country is faulty. It is not going to provide employment to the unemployed. In which bookish knowledge is plentiful, but practical knowledge seems to be absolutely zero. Which is harmful for a skilled young man and young women.
C-कुटीर उद्योगों की उपेक्षा:- हमारे देश में कुटीर उद्योगों के विकास, व विस्तार पर कोई ध्यान नहीं दिया जाता,जिसके फलस्वरूप अनेक कारीगर बेकार व बेरोजगार हो गए। और बेरोजगारी में बेहताशा वृद्धि होती गई,आज बेरोजगारी विकराल रूप ले चुकी है।

C-Neglect of Cottage Industries: - In our country, no attention is paid to the development and expansion of cottage industries, as a result of which many artisans became useless and unemployed. And unemployment has increased exponentially, today unemployment has taken a formidable form.
d- औधोगीकरण की मन्द प्रक्रिया:- विगत पंचवर्षीय योजनाओं में देश के औधोगीकरण के लिए प्रशंसनीय कदम उठाये गये हैं, फिर भी समुचित रूप से इसका विकास नहीं हो सका। अतः बेरोजगार व्यक्तियों के लिए वांछित मात्रा में रोजगार नहीं जुटाये जा सकें। आज बड़े पैमाने पर बदलाव करने की आवश्यकता है,जिससे अधिक से अधिक रोजगार सृजन किये जा सकें।"बढ़ती बेरोजगारी: कारण और निवारण।"

d-Slow process of industrialization: - In the last five year plans, commendable steps have been taken for the industrialization of the country, yet it could not develop properly. Therefore, the desired amount of employment could not be generated for the unemployed persons. Today there is a need to make changes in a big way, so that more and more jobs can be created.
e- कृषि का पिछडापन:- हमारे देश मि लगभग 60% आवादी कृषि पर ही निर्भर है। यहां की कृषि अत्यंत पिछड़ी हुई हालात में है। हमारी सरकार को इसमें बड़े पैमाने पर बदलाव किए जाने की अति आवश्यकता है।

E- backwardness of agriculture:- About 60% of the population in our country is dependent on agriculture. The agriculture here is in very backward condition. There is an urgent need for our government to make major changes in this.
F- कुशल एवं प्रशिक्षित व्यक्तियों की कमी:- हमारे देश में कुशल व प्रशिक्षित व्यक्तियों का अभाव है। अतः उधोगों के संचालन के लिए विदेश से प्रशिक्षित कर्मचारी बुलाने पड़ते हैं। यही कारण है कि देश में कुशल एवं अप्रशिक्षित व्यक्ति बेरोजगार हो जाते हैं।

F- Shortage of Skilled and Trained Persons:- There is a shortage of skilled and trained persons in our country. Therefore, trained personnel have to be called from abroad to run the industries. This is the reason why skilled and untrained people become unemployed in the country.
g- अविकसित सामाजिक दशा:- हमारे देश में जाति-प्रथा, बाल-विवाह, विधवा-पुनर्विवाह, निषेध व सामाजिक असमानताएं भी बेरोजगारी को बढ़ावा दे रहीं हैं। विभिन्न अविकसित सामाजिक दशाओं के कारण भी बेरोजगारी में वृद्धि हो रही है। इन सामाजिक कुप्रथाओं को खत्म करना ही होगा।

g- Underdeveloped social condition:- Caste system, child-marriage, widow-remarriage, prohibition and social inequalities are also promoting unemployment in our country. Due to various underdeveloped social conditions, unemployment is also increasing. These social evils must end.
6- बेरोजगारी की समस्या का समाधान:-
A- जनसंख्या नियंत्रण पर देश में कानून बनाना चाहिए।जो हम दो हमारे दो पर आधारित हो। व इसके उलंघन करने पर सरकारी योजनाओं से वंचित किया जाना चाहिए।
B- शिक्षा प्रणाली में व्यापक परिवर्तन किए जाने की आवस्यकता है। हमारे देश की शिक्षा ऐसी होनी चाहिए, जिससे शिक्षा ग्रहण करने के उपरांत रोजगार मिल सके।
C- देश में कुटीर उद्योगों की व्यापक स्तर पर स्थापना की जाए जिससे बेरोजगारों को काम मिल सकें।
D- औधोगिकरण व विकास की रफ्तार को और तीब्र करने की आवश्यकता है।
E- सहायक उधोगों का विकास किया जाना चाहिए।
F- रोजकगार कार्यक्रमों का विस्तार किया जाना चाहिए।जिससे हमारे देश के ग्रामीणों को भी इसका लाभ मिल सके।

6- Solution to the problem of unemployment:-
A- There should be a law on population control in the country. Which should be based on two of us. And for its violation, government schemes should be deprived.
B- There is a need to make extensive changes in the education system. The education of our country should be such that after getting education one can get employment.
C-The cottage industries should be established on a large scale in the country so that the unemployed can get work.
D- There is a need to accelerate the pace of industrialization and development."बढ़ती बेरोजगारी: कारण और निवारण।"
E- ancillary industries should be developed.
F- Employment programs should be expanded. So that the villagers of our country can also get its benefits.
उपसंहार:- हमारे देश मि सरकार बेरोजगारी की समस्या के समाधान के लिए निरन्तर प्रयत्नशील है और इस दिशा में अनेक महत्वपूर्ण कदम भी उठाए जा रहे हैं। हमारे देश के जो कुछ संसाधन उपलब्ध हैं,उनका उपयोग करके इसका समाधान खोजा जा सकता है,और बेरोजगारी की समस्या को दूर करके देश का आर्थिक विकास किया जा सकता है।
